The New Hampshire Promise
Beginning in fall 2027, transfer students who earn an associate degree from the Community College System of New Hampshire are eligible for the New Hampshire Promise.
The New Hampshire Promise means eligible New Hampshire residents with a total family income of up to $100,000 a year can pay no tuition at any USNH institution, including:
- UNH Durham
- UNH Manchester
- UNH College of Professional Studies Online
- Keene State College, and
- Plymouth State University.
The New Hampshire Promise is also open to incoming first-year students.

Must be a New Hampshire resident
$100,000 Total family income threshold
For Students Starting Fall 2027 or Later
How it works
There’s no separate application for the New Hampshire Promise.
- Apply to a USNH institution: Submit your application for admission as an incoming first-year student or eligible transfer student.
- Complete the FAFSA: Submit the Free Application for Federal Student Aid (FAFSA) as part of the financial aid process.
- Get your financial aid offer: If you’re admitted and meet the eligibility requirements, you’ll automatically be considered for the New Hampshire Promise.
